New Construction Begins on Quaker's Historic Capitol Hill Headquarters
The project, begun last July, will reconstruct the 1860s buildings, and provide the Quaker organization with increased space and a safer working environment which is handicap-accessible and incorporates “green” architecture and building materials.
The District of Columbia Historic Preservation Review Board approved the design concept for partial demolition and reconstruction of the FCNL Education Fund building at Second and C Streets NE on Capitol Hill in 2002. The FCNL building was constructed during the Civil War as two row houses, which were later used as storefronts. The building has serious structural problems, outdated systems and significant maintenance concerns; in fact, a 1998 architectural assessment gave the building five more habitable years.
Modern renovations will make the space fully barrier free and building code-compliant, and will provide wiring appropriate for internet access and future developments. The green architecture features of the reconstructed building include photovoltaic panels, radiant floors, and a “green vegetated” roof. Thirteen geothermal wells were drilled over 300 feet deep to provide a supply of water at constant temperature to create more efficient heating and cooling.
Joe Volk, Executive Secretary for FCNL, said, “This building is important to fully support the activities and mission of FCNL on Capitol Hill and ensure a safe working environment for staff and volunteers. Because our building is located on Capitol Hill, it has become more than just an office. It welcomes congressional staff members who are willing to participate in informational or action-planning meetings. It provides an ideal setting for briefings, seminars and other events of political importance. And it serves as temporary headquarters for visiting constituents with concerns that parallel our own.”
